OK. just do exactly as it says:

1) Download http://speedq1.leveldesign.org/files/sm130_pack.zip
2) extract sm130_neg!ke.bsp into quake/id1/maps
3) Open ezquake
4) Start a single player game
5) When start.bsp has loaded, type in console "map 130_neg!ke" (no quotes)

6) ENJOY
