I wanted white rockets in my quake so I edited the skin for missile.mdl and put it in a new pak file, It worked great in software but in GL the rockets became all black instead of white. So I tried making a white missile_1.png and put it in textures/models now they are white but not fullbright, they become very hard to see in dark areas like on dm2 even though I have r_fullbrightskins and gl_fb_models set to 1.
