What is the best program i can use to creat a Quake map? And where could I find it =)

I don't know about the best, but I'd suggest you take a look at
WorldCraft with the obvious files provided.

That is totally up to you, everyone has a different workflow and preferences. I like QuArK but at the same time I utterly hate it.
