Well 3 months is an arbitrary guess at a time period between revisions. It could well be shorter or longer, depending on numerous factors. I'm not sure that I agree that this isn't long enough to decide if you like an unfamiliar map or not, but even if it was, the system could be adapted to make newly added maps exempt from the next round of voting.
The Christmas maps are probably a category all of their own, to be dealt with in a separate manner. I agree they suck but the xmastree one came up twice while I was playing today, and neither time was it skipped, so apparently the majority of people on the server at that time wanted it. No mapcycle is ever going to 100% please everyone - but the system I propose, if enough people participate, would in theory be as near to the best compromise as possible, while also continuously introducing new maps to keep it fresh.
