Not exactly clear for what intention your asking this, however I give my vote to Milton atm. If speaking in general terms it should IMO be someone that has experience from high skilled games and been around for a rather long time (hey you can't know what you don't know). Some knowledge of the surrounding environment like software, websites league admins would be preferred too.
