The biggest weakness of that setup is your OS. You can't run XP with 256 mb ram and expect any type of performance. I used a P2 450 with Win ME, running mqwcl a long time ago and had no troubles getting stable 77fps. Might work with Win2000 as well but 98/ME is a better bet. Also, since fuhquake and other clients came later on it wasn't really critical with a fast engine since everybody had good enough machines.
I'd try mqwcl 320x200 with ME. Shouldn't be a problem to get smooth gameplay then.

The biggest weakness is your nick.
...and your in-game smileys. You will never get a stable 77 fps with them spamming all over the screen.

You might also want to consider Linux. I know I used to run moreQuakeworld in Linux on my old 400MHz K6-2 w/128MB RAM *just* to get better FPS compared to Windows. Don't know if that Quake LiveCD is still around, because if it is, give it a try.

I would also recommend turning into Linux. I had a P2 400 with 2mb Matrox graphics (G100 or G200 maybe) card and managed to run on solid 72fps (that's what we used back then...). Once I even ran a 4on4 server on the background without loss in FPS. The resolution was 320x200 and what was special on this computer was the bus speed of 100Mhz. Faster computers normally had a 66mhz bus back in those days, and I think this made a difference here.

software client's video subsystem works poorly in NT-based OSes (not the OS's fault, just bad old code no one can be bothered to fix). You should get reasonably stable 77fps in Win98, and maybe in Linux too.

i just wanted to say i almost solved my problem , have 77 fps almost everywhere but still need some tweaking...
anyway how i solved it was -nodirectdraw ... disable direct draw and use the DIB video modes
for example 320x200@75hz
btw only resolution i can select with 85 hz is 640x400 and up, anyway to run 77 hz or 85 hz in 320x200 ?
even if its DIB only modes?
powerstrip ?
