Anyone with "administrator" title can change your nick, so
8 people. When asked, you should be able to present some explanation why you want the user name changed though.

Does that mean that you have to have a good reason? Or is it enough to just want to start things over with a new nick?

Nothing like that, mostly administrative reasons (history back tracking), but even that can be handled by a user "note".
